The Electoral commission had a torrid reputation especially among the opposition politicians and civil and human rights groups who claimed Kiggundu led a biased team that favoured the interests of the incumbent HE Yoweri Kaguta Museveni. Some observers too had glaring remarks about the Uganda’s electoral process. However, Kiggundu was adamant to these claims stating that he organized free and fair elections.

“The observers are the ones who made judgment that elections were not free and fair. We delivered free and fair elections. Free and affair elections are in eyes of the beholder. Electoral Commission is proud of the achievements it has reached, we aren’t a tainted commission, we are now being used as a referral and there is no country that has ever had the technology we brought onboard,’’ said Kiggundu.

When asked about how he regards the main opposition figure Kizza Besigye, Kiggundu looked at the lighter side of things saying, ‘’Besigye is my brother and I’m glad he has never attacked my looks’’.

He also praised President Museveni describing him as a statesman of repute and a source of inspiration to many.

However, Kiggundu regretted the delay in availing the required polling materials to respective stations in the previous general elections.  Justice Simon Byamukama and others have been appointed by the president to replace Kiggundu. The new EC awaits Parliamentary approval.
