Uganda Law Society backs Kadaga on extending Katuntu tenure as COSASE chair to conclude BoU probe

The Uganda Law Society has backed Parliament Speaker Rebecca Kadaga’s move to extend the tenure of the leadership for Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE).

Ms Kadaga on Thursday ruled that Bugweri South MP Abdu Katuntu will hand over hand over leadership of the committee after concluding the on-going probe into Bank of Uganda’s sale and takeover of seven commercial

Simon Peter Kinobe, the president of the Uganda Law Society said in a statement that the current team has nearly completed the exercise and any interruption now would scale back the progress registered in that investigation.

Kinobe added that change in the COSASE leadership render the resources invested into this process so far a waste yet the time needed for them to produce a report is not that long.

“The circumstances at hand are unprecedented because you have a committee that has done its work almost halfway and has not concluded and you have new proposed members who have not been sitting in the committee at all. Under the rules of parliament, the speaker has the authority to borrow best practices from other Commonwealth countries to allow the committee to hand over a completed report,” he said.

Katuntu’s tenure as COSASE chair is supposed to end on January 13, but Kadaga advised that he retains his positions till he winds up the probe and hands over a report in February.

The leading opposition party in Parliament, FDC, appointed Kawempe South MP Mubarak Munyagwa. To take over from Katuntu.

Leader of the Opposition Betty Aol Ochan had disregarded Kadaga’s advice to have Katuntu conclude the probe before handing over and it had to take Kadaga to remind her that she is the head of Parliament business.
