Anatoli Kiiza, a 32-year old man in Hoima District has manufactured an explosive that he claims is a missile. Kiiza ,a resident of Kiryangobe village in Kitoba Sub county claims that he has manufactured a missile before but the police in the area invaded his home and confiscated it.

However, this time he has asked Government to authorize him to test his locally made weapons.

“I only need four days when everyone is not on the lake and I test the weapons,” says Kiiza.

State Minister for Internal Affairs, Obiga Okania says that government allows and supports such indigenous innovations but protocols have to be followed depending on the kind of invention.

Okania says for Kiiza’s innovation, it’s very dangerous since it’s an explosive, an item which is a monopoly of the security forces.

He adds that even if government was to authorize him to test it on L. Albert, it has to involve DR Congo since the lake stretches to their boundaries.
