Museveni orders for shutdown of Uganda’s biggest donor fund DGF

President Yoweri Museveni has ordered for the shutdown of the country’s biggest donor fund, Democratic Governance Facility (DGF) over subversion.

According to sources, Museveni decided to take action on grounds that the fund lacks local administration and the ‘foreign mission’ who are in charge are subverting government.

He has also ordered for an immediate investigation into its activities and also on government officials who oversaw it.

“I am therefore directing you to immediately suspend the activities of this fund until Cabinet has fully reviewed this matter and a new governance structure in which the elected representatives of the people of Uganda have appropriate oversight has been put in place and approved by me,” Museveni said in a letter addressed to the Finance Ministry.

The Democratic Governance Facility (DGF) was initially established in July 2011 by eight Development Partners (DPs): Austria, Denmark, Ireland, the Netherlands, Norway, Sweden, the United Kingdom and the European Union, as a five-year governance programme aimed at providing harmonised, coherent and well-coordinated support to state and non-state entities to strengthen democratisation, protect human rights, improve access to justice and enhance accountability in Uganda.

 The Programme goal was to contribute to equitable growth, poverty eradication, rule of law and long term stability in Uganda.
