Outgoing Security Minister Gen. Elly Tumwine who was appointed as a Senior Presidential advisor on security has pledged to advise President Yoweri Museveni to prepare for a smooth transition of power.

Tumwine who described Museveni as a visionary and excellent leader of the revolution, said that his focus is now going to be on ensuring the long stability of Uganda.

“As take on my new advisory role, I will advise Museveni to prepare for a smooth transition of power for a long-term stability of our country,” said Tumwine while handing over the Security Ministry office to Gen Jim Muhwezi.

In his remarks, Muhwezi said; “I thank my friend and a senior comrade Gen Tumwine for a smooth transition. I am not new to this ministry; therefore, I will cooperate with the staff to promote stability and harmony in our country.”

General Tumwine is one of the 27 men who started the Uganda Civil War (1981-1986) also known as the Uganda Bush War that brought Museveni into power.

In 1984, Tumwine was named Commander of the Army, a post he held until 1987, when he was succeeded by General Salim Saleh. Over the years, he served in various positions, including: Minister of State for Defence in 1989, Director General of the External Security Organization (ESO) from 1994 until 1996, Presidential Adviser from 1996 until 1998, Chairman of the High Command Appeals Committee from 1986 until 1999. He has also represented the UPDF in the Ugandan Parliament from 1986 to 2021.
