Parliament passes bill to change name of institute named after Kadaga

Parliament has reversed the autonomy of the Institute of Parliamentary Studies, named after the former Speaker of Parliament Rebecca Kadaga.

On Tuesday, the August House passed into law the Administration of Parliament (Amendment) Bill 2021, dropping the Kadaga name.

The institute will now revert to being a department under parliamentary service, with the same mandate of training Members of Parliament and staff. This means that it will now be audited together with other departments and be funded through the parliamentary commission, with no right to mobilize resources from outside Parliament.

On September 24, 2021, the clerk to Parliament Adolf Mwesige suspended the operations and utilization of funds at the Kadaga Institute of Parliamentary Studies.

In his letter, Mwesige said the funds disbursed to the Kadaga Institute were being managed in what he called an illegal and irregular manner.

Kadaga lost the speakership bid to her deputy Jacob Oulanyah in May this year after standing against the NRM Caucus decision that endorsed Oulanyah.
