Kira Municipality Member of Parliament (MP) Ibrahim Ssemujju Nganda presented a minority report on the budget framework paper, citing several areas of dissent, including security, health, classified expenditure, and State House funding.

While making his submissions before parliament on Friday, the legislator asked parliament to tame the ‘lavish’ expenditure of the State House.

“It would be very immoral for this House to approve Shs677 billion for a residence of just two adults (State House) moreover the president and his wife of them are salaried people,” Ssemujju said.

He also suggested that Shs1 trillion be cut from the president’s classified expenditure and allocated to the construction of decent houses for security officers (UPDF and Police).

Ssemujju further asked parliament to focus on addressing the different challenges faced by security officers.

“We are all consumers of defence and security services but would not like this sector to be turned into a bottomless pit for our national resources.

The defence must not be turned into a cash cow for some people. We have been approached by soldiers from the engineering brigade and their complaint is that they are not being treated as other scientists yet some of them are engineers,” he said.

Ssemujju also raised a concern that the Ministry of Finance is not providing Shs70 billion to rehabilitate and equip general hospitals in Gulu, Soroti RRH, Masindi, Bugiri, Apac, Pallisa, Iganga, and Abim.
