Former Aruu County member of Parliament Samuel Odonga Otto handed himself to the Police. Otto walked to the Aswa River Region Police Headquarters in Gulu City Monday morning.

This comes five days after the Police launched a manhunt for the former lawmaker over allegations of aggravated torture and robbery in the Pader District.

According to the police, Odonga Otto mobilised a group of vigilantes armed with pangas and sticks and beat up three people, who had gone to buy charcoal, in one of the homesteads in Laorogali village, Atanga sub-county, in Pader district.

The three victims include; Ssemanda Charles, Wagwana Yusuf and Takafa Erisata who had loaded 12 bags of charcoal in their Fuso truck registration number UBA 600B.

The group allegedly assaulted them using sticks and pangas and allegedly robbed cash amounting to Shs1,097,700 from Ssemanda Charles.

Otto, however denied the allegations against him saying they are trumped up since he wasn’t within the Acholi Sub-region on the date the alleged incidents were reported.

Odonga Otto claims that the Acholi sub-region’s environmental degradation has reached alarming proportions and is already having an audible impact on climate change.

Despite their campaign, the former legislator observes that some police officers in the area are, in fact, shielding those who engage in the illegal charcoal trade by escorting them after receiving bribes.

Meanwhile, he was released on police bond.
