Police in Mubende district have arrested a local moneylender, Kalihuungu Vianney, following allegations from residents that he had set up a private detention facility within his home in Kabandore village.

Locals claim that Kalihuungu detained individuals unable to repay their debts, effectively running a “house prison” for defaulters.

The situation came to light during a meeting convened by the Mubende Resident District Commissioner (RDC), Al Hajji Lule Umar Mawiya, where residents presented a series of grievances.

They accused Kalihuungu not only of imprisoning debtors but also of seizing collateral items fraudulently, even from individuals who had already cleared their loans.

Kalihuungu, however, refuted the allegations, insisting he had neither detained anyone nor confiscated any property unjustly.

After hearing the complaints, RDC Mawiya demanded that Kalihuungu present the necessary legal documentation for his moneylending operations. Upon review, authorities discovered that he lacked proper licensing and legal paperwork, prompting the RDC to order his immediate arrest pending further investigation.

Police are now actively investigating the alleged illegal detention facility and the broader claims of misconduct in Kalihuungu’s moneylending practices.
