The Commissioner General of Prisons, Dr. Johnson Byabashaija, has announced a fresh wave of appointments, transfers, and leave for senior officers across the Uganda Prisons Service, a move aimed at strengthening management and improving service delivery.
The reshuffle, communicated by the Service spokesperson Frank Baine during the weekly security briefing on Monday, affects several senior commissioners, assistant commissioners, superintendents, and principal officers.
Among the key changes, Commissioner of Prisons Aliyo Naatukunda has been elevated to Acting Senior Commissioner of Prisons and assigned to head Legal Advisory Services and Human Rights at Prisons Headquarters. Fellow Commissioner of Prisons Brenda Sana has been transferred to Headquarters, where she will lead the Department of Human Resource Planning and Development.
At the level of Assistant Commissioner, Robert Jolly Bamutura has been redeployed to the Department of Estates and Engineering at Headquarters as Staff Officer. Meanwhile, Senior Superintendent of Prisons Ben Nyanzi Nicomedie Ahimbisibwe returns to the Division of Pensions as Officer in Charge, assisted by Deputy Officer Patrick William Awany.
Other superintendents have also taken up new responsibilities. Arthur Mugaba has been named Agricultural Engineer at Farms, Prisons Headquarters, while Ronald Mukwoli has been appointed District Prisons Commander in Kalungu following his return from leave. Senior Assistant Superintendents of Prisons Michael Padde and William Ochwo will now serve as Staff Officers in Bugiri and Tororo districts respectively. In addition, Assistant Superintendent of Prisons Kalsi Kabaalu Mutaawe has been moved from Kampala Remand to the Department of Safety and Security Operations at Headquarters.
Principal Officers have not been left out of the reshuffle. Zaia Munobwa has been transferred to Busaana Prisons as Officer in Charge, replacing Juliet Alero, who proceeds on 90 days of normal leave. Lillian Asello has been posted to the Central Region as Staff Officer, while Eunice Rose Hasahya joins Nakifuma Prisons. Resty Tibwamulala, John Michael Okedi, Geoffrey Poro, Christopher Twebaze, and Geoffrey Musandy Ogwal have all been deployed as Staff Officers in various districts after completing their leave.
Baine noted that the changes take immediate effect, and all Regional and District Prisons Commanders have been instructed to ensure smooth handovers and takeovers across the service.
