The Ministry of Public Service has cleared the recruitment of 6,853 new employees across 130 Ministries, Departments, Agencies, and Local Governments for the 2025/2026 financial year.

The exercise, with an estimated wage bill of Shs124.8 billion, aims to fill critical staffing gaps and improve service delivery in essential sectors including education, health, agriculture, and local governance.

Public Service Minister Wilson Muruli Mukasa said the recruitment is part of government efforts to strengthen both central and local government operations.

“This recruitment will enhance service delivery, especially in areas such as Primary Health Care, Education, Agriculture Extension, and Local Governance,” Muruli Mukasa said.

The recruitment process is in line with the Public Service Act (2008) and Standing Orders (2021), which empower the Ministry to regulate staffing structures, recruitment procedures, and employment terms for all government entities.

Priority has been placed on filling Heads of Department positions in Local Governments to improve supervision, accountability, and execution of government programmes. Other critical roles include Parish Chiefs, Town Agents, Health Workers, and Agriculture Extension Officers.

Earlier this financial year, on 16 July 2025, the Ministry approved an additional Shs5.48 billion recruitment package to staff newly upgraded Health Centre IIs to Health Centre IIIs under the UGIFT (Uganda Intergovernmental Fiscal Transfers) programme, aimed at boosting rural health services.

Despite having wage allocations, 29 entities—including Mulago National Referral Hospital, Mbarara Regional Referral Hospital, and districts such as Buyende, Mpigi, and Rukiga—have not yet submitted their recruitment requests for clearance. These institutions have been given a deadline of 30 December 2025 to comply.

Muruli Mukasa cautioned appointing authorities against delays and urged them to uphold integrity in the hiring process.

“Recruitment and employment in government is free of charge. Any cases of bribery, extortion, or lobbying should be reported to the Inspectorate of Government, the CID, or the State House Anti-Corruption Unit,” he warned.

Responsible Officers have been instructed to conduct wage performance analyses before issuing appointment letters and ensure all new recruits undergo mandatory induction training through the Civil Service College Uganda.

The Ministry also advised job seekers to apply only through official government channels and remain alert to fraud.

“Candidates should keep records of all communication regarding job applications to safeguard themselves from exploitation,” Muruli Mukasa added.
