The Uganda Communications Commission (UCC) has instructed internet service providers to block access to a website accused of offering voter-related services without approval from electoral authorities.
In a statement issued on Thursday, the regulator said the directive followed a request from the Electoral Commission (EC), which raised concerns about an online platform allegedly providing voter location and registration information outside the established legal framework.
Although the UCC did not name the platform in its notice, the website in question is understood to be www.registry.ugtally.com. The site, reportedly run by a group known as FANON, has been publicised as a tool to help voters check their registration details and find their polling stations.
According to the UCC, licensed telecommunications operators and internet service providers have been ordered to restrict access to the website within Uganda. The commission said the move is intended to protect public information systems and ensure the smooth conduct of the electoral process.
“The action is aimed at safeguarding the integrity of public information systems, supporting orderly electoral processes, and preventing the spread of information that could mislead the public,” the UCC said.
The Electoral Commission separately issued a public warning advising voters not to rely on the website. The commission clarified that the platform is not authorised and has no official link to the EC.
While the operators of the website have claimed that it is a non-partisan civic education initiative, the EC dismissed the assertion, stating that FANON is neither accredited nor recognised as a voter education organisation.
The commission further emphasised that only the Electoral Commission has the legal mandate to develop and manage systems used for voter verification and related electoral services.
