The National Identification and Registration Authority (NIRA) has officially ended the nationwide mass ID registration and renewal exercise that started on May 27, 2025, and was conducted at parish level across the country.
Addressing journalists on Monday at Police Headquarters in Naguru, NIRA Registrar Claire Ollama said the exercise reached millions of Ugandans, although some targets were not fully met.
According to Ollama, 14.3 million people successfully renewed their national identity cards or updated their personal details, slightly below the projected target of 15.8 million.
New registrations recorded lower numbers. Only 6.4 million new national IDs were issued, representing about 37 per cent of the 17.2 million people NIRA had expected to register.

She revealed that NIRA has so far printed 10 million national IDs, with 2.5 million already collected by citizens from district offices across the country.
Ollama also noted that ID issuance for Ugandans living abroad has begun in Dubai, United Arab Emirates, running from Monday to Wednesday, as part of efforts to reach citizens in the diaspora.
With registration now closed, NIRA’s next focus will be a nationwide mass collection exercise aimed at ensuring that all registered citizens receive their printed national ID cards as quickly as possible.
