Senior NRM official says government system has failed, moves his aviation school to Kenya instead

The National Resistance Movement Chairman for Eastern Uganda and professional pilot Capt. Mike Mukula has decided to move his aviation school to Kenya after the Ugandan Civil Aviation Authority failed to furnish him an Air Operators Certificate (AOC) in three years. 

Mukula’s move to Kenya follows a swift and rigorous process through which the Kenyan authorities worked to get him the same certificate in less than a week. 

“I have finally taken a decision to relocate all our aircraft to KENYA having been frustrated by the Civil Aviation Authority to obtain an AOC. Kenya issued it in one week. This equipment has been on the ground for over 3 years – fully maintained and paying parking fees. This is systems failure,” Mukulu tweeted.

Mukula added that the decision to move his aircraft is purely business based on simple business sense income versus expenditure.

“Just imagine I borrowed that money from a bank and I had to pay interest over the last three years,  I would have collapsed. AGA KHAN lost over $100m over Air UGANDA,” he added. 

Mukula’s Uganda Aviation School was registered in 2013 and cleared by the National Council of Higher Education (NCHE) but has been yet to take off due to government red tape. 

“We will now be taking our students to Kenya because the environment there is better. You ask yourself, why did it take the Kenyans just one week to clear us?” he wondered.
