Police Commences Probe Into Former Eswatini Honorary Consul Over Shs1.3 Billion Land Fraud

Police have launched investigations into Mr. Quilino Bamwine, the former Ugandan Honorary Consul of the Kingdom of Eswatini (formerly Swaziland), over allegations of obtaining $372,000 (approximately Shs1.3 billion) by false pretence in two failed land transactions in Kampala.

In a letter addressed to the Permanent Secretary in the Ministry of Foreign Affairs, Senior Superintendent of Police (SSP) and Detective Yona Kule reported that Mr. Bamwine allegedly defrauded businessman Joel Kakira in contentious land deals involving prime plots located in Kololo and Naguru.

The Permanent Secretary in the Ministry of Foreign Affairs, Mr. Vincent Bagiire, confirmed receipt of the police communication and said the letter had been formally forwarded to Mr. Bamwine for his response.

Mr. Bamwine’s appointment as Eswatini’s Honorary Consul was revoked last month by the country’s Ambassador and Permanent Representative to the African Union, Mr. Mahlaba Mamba, who cited allegations of extortion, fraud, and a criminal land transaction.

According to Ambassador Mamba, Mr. Bamwine failed to respond to earlier warnings and continued to engage in alleged illicit activities despite repeated interventions by Ugandan authorities.

The police probe adds to growing scrutiny surrounding Mr. Bamwine’s conduct and marks a rare instance of diplomatic fallout linked to criminal allegations in Uganda’s high-value land sector.
