The National Information Technology Authority (NITA-U) has launched a major digital initiative aimed at transforming the way government services are delivered across Uganda. Working in partnership with technology firm AlphaX, NITA-U is developing UGOV, a unified digital ecosystem that will bring all Ministries, Departments and Agencies (MDAs) onto a single, easy-to-use platform.
What exactly is UGOV?
UGOV is designed to serve as a one-stop digital gateway for all government services. Instead of navigating multiple websites or offices, citizens will be able to access services—from business registration to licence applications—within one integrated system. For government agencies, the platform will streamline communication, reduce duplication, and improve efficiency.
Why It Matters
During the engagement at Serena Hotel Kampala, NITA-U officials emphasized that UGOV is part of Uganda’s broader push toward digital transformation.
Julian M. Rweju, Acting Director of E-Government Services at NITA-U, said the platform represents a major shift in how public services are delivered. By merging services into a single portal, UGOV aims to make government interactions simpler, smarter, and more accessible, especially for citizens in remote areas.

Rweju called on MDAs to collectively support the rollout, noting that full cooperation is essential for Uganda to improve global digital rankings and strengthen its position as a regional digital leader.
Making the Platform Citizen-Centric
According to AlphaX Creative Director Timos Tokousbalides, the goal is not just to digitise government but to build a platform that citizens feel connected to.

He noted that true adoption happens when people feel the service is familiar, trusted and built with their needs in mind.
How the Rollout Will Work
Before implementation officially begins, NITA-U has created a network of change agents across MDAs. These ambassadors will:
- Introduce UGOV within their institutions
- Promote trust and awareness
- Support the integration of e-services across agencies
Their role is crucial in ensuring smooth adoption and consistent user experience across government.
