A Ventilated Improved Pit (VIP) latrine toilet built by Kampala Capital City (KCCA) for the residents of Kibuli, Century Wabigalo zone is now a residential house.

It is said that KCCA built several of these toilets around Kampala but after months the one in Kibuli lying vacant, youth who work downtown Kampala and were hard pressed for shelter decided to enter it as their abode.

The youth who preferred not to be named said that they rent the toilet at Shs40,000 a month. The money is paid to the area in-charge for women affairs (Nabakyala).

According to Umar, a resident of the area, When he shifted to the area in 2014, the toilets were already in existence.  They were however not used because the septic was not completed.

Century Wabigalo Zone currently has no public toilets despite housing over 100,000. With a poor planning infrastructure, the area’s sanitation is in an alarming state. It is no wonder that cases of typhoid in and around Kampala are astronomical.

According to the 2018/19 financial budget, KCCA got Shs479.64 billion. This leaves one wondering how many more unfinished KCCA projects have thrown the citizen’s taxes to the gutters.
