According to Obore,  once an individual becomes more powerful than institution, he/she will only be serving her/his personal interests. He further suggested that institutions must be well structured  to effect their designed activities and incase of a problem, solutions must be suggested and communicated.

Jolly Kaguhangire was suspended over allegations of corruption. However, she has reportedly stated that she will not leave office.
