Police declares former Kayihura aide Baroza, a deserter

Uganda Police Force has declared the former aide to detained Gen Kale Kayihura, Assistant Commissioner of Police (ACP), Joseph Baroza, as a deserter.

This comes after the expiration of the five days ultimatum that was issued to him last week during the weekly police briefing.

Baroza had to report back to the police headquarters in Naguru, Kampala but now he has to face desertion penalties. According to the Police Act Section 59, desertion is a crime and it is punishable with one- year imprisonment upon conviction.

Baroza was last year appointed as the Police Liaison Officer for Uganda in Algeria and was meant to monitor, inform and implement exchange programs on African Police Cooperation Mechanism (Afripol) such as training, visits and others.

However, after the arrest of his boss Kayihura, he abandoned his duty station in Algeria under unclear circumstances. It is alleged that Baroza fled to Turkey together with his family.
