After Deputy Speaker of Parliament Jacob Oulanyah said everyone who had gathered at Kololo was corrupt, President Yoweri Museveni took to the podium and distanced himself from being part of the corrupt group.

“Deputy Speaker challenged you to throw the first stone if you have never stolen. Bring someone here who has stolen and I will throw the first stone,” Museveni said before declaring himself clean.

“I have never stolen but I am rich,” Museveni claimed.

Museveni referred the corrupt people to parasites because they solely feed on resources that are meant to transform the entire society.

“Corruption is both a moral and a spiritual problem. It is a moral problem because you make yourself a parasite,” Museveni said.

“They (corrupt people) think that God does not see them. For the last 60 years, I have not seen corrupt people have their wealth sustainably,” he added.

Museveni stated how all relevant laws have been put in place to fight the vice but it is only the implementation by the responsible institution that is letting them down.

“I don’t think there is a law we haven’t put in the statute books. The problem is with implementation. For all institutions fighting corruption, don’t recruit people based on paper qualifications, recruit based on integrity,” he urged.

Nevertheless, Museveni revealed how he is undercover investigating all corruption cases that have been reported to him.

“People shouldn’t relax simply because I haven’t arrested them yet. I am still gathering evidence against them,” he stated.
