Report shows ICT Minister Judith Nabakooba and 14 others borrowed money from Police SACCO and never paid back

Late last year, we reported how Police Exodus Cooperative Saving and Credit Society Ltd (SACCO) was facing controversies and allegations of graft by top Police officers who were swindling money from the SACCO.

A new report has named and shamed the said Police officers who borrowed money from the SACCO and ended up retiring or leaving the Force without paying back the money that owe the Police SACCO.

According to this report released by the outgoing Police staff, Mityana District Member of Parliament and Minister for Information and Communications Technology (ICT) Judith Nalule Nabakooba is one of the top Police officers that borrowed money from the SACCO a few years ago, and still have debts to the SACCO.

The report says that Nabakooba, who was once Police Spokesperson before moving to politics in 2015, owes the SACCO Shs1.7 million. Other former Police officers who are yet to clear their debts with the SACCO include:

  •  Former OC Kitgum Central Police Station Ben Ocan (Shs6m)
  • Juliet Mutabazi (Shs4.9m)
  • Former Mid-Western Region Police Commander Marcellino Wanitho (4.8m)
  • Former Masaka Police Spokesperson Sserunjongi Noah Ahmed (Shs2.7m)
  • Yoga Joseph (Shs2.3m)
  • Former Kanungu District Police Commander (Shs2.5m)
  • Olupoy Alloysius (Shs1.2m)
  • Former Senior Superintendent of Police Oriokot Okot Francis (Shs1.8m)
  • Munoonya Emmanuel (Shs1.1m)
  • Bairewo Sulaiman (Shs1m)
  • Ojaka Chris Emron (Shs2m)

The Assistant Inspector General of Police (AIGP) Edward Ochom said that he commanded the SACCO’s lawyers to write to these retired officers to clear their debts lest they be dragged to court.
