The spokesperson of the ruling National Resistance Movement (NRM) secretariat, Rogers Mulindwa has said that corruption and embezzlement have become ‘big time jobs’ for many people in Uganda today.
He says in Uganda, it has become no shocker to hear about incidents of corruption and embezzlement.
“People have normalized corruption,” says Mulindwa.
His comments come a few days after President Yoweri Museveni stated that in his bid to fight the vice, he is going to only employ the children of the rich because they are hard to corrupt.
However, many criticized Museveni’s thought saying rich people who have worked in government have more corruption scandals than anyone else in the country.
Corruption in Uganda is characterized by grand-scale theft of public funds and petty corruption involving public officials at all levels of society as well as widespread political backing systems.
The Fourth National Integrity Survey report 2019/2020 ranked Police as the most corrupt government institution in a separate joint survey by the Inspectorate of Government and Uganda Bureau of Statistics (Ubos). The report names the courts and land tribunals as the second most corrupt based on testimonies of 53 per cent of respondents while land offices were also named corrupt by 53 per cent of respondents.
Public health facilities (hospitals) were named corrupt by 47 per cent of respondents, district service commissions (45 per cent) and agriculture extension services (43 per cent).
