Museveni summons NRM MPs over Anti-Homosexuality bill

The Government Chief Whip, Hamson Obua has urgently summoned the National Resistance Movement (NRM) Parliamentary Caucus to discuss on many issues including the recently passed Anti- Homosexuality Bill.

In the letter dated April 18, Obua said that the meeting will be held at State House, Entebbe on Thursday, April 20 and it will be addressed by the NRM chairperson, President Yoweri Museveni.

It is alleged that the president intends to use this meeting as one of his consultation processes for signing on to the Anti-Homosexuality Bill 2023.

On Tuesday, Bukooli Central MP, Solomon Silwanyi raised a concern on the floor of parliament revealing that Deputy Attorney General, Jackson Kafuuzi wrote to the President advising him not to sign the Anti-Homosexuality Bill 2023 that was passed on March 21 2023.

In response, the Attorney General, Kiryowa Kiwanuka told parliament that his office rendered advice to the President on the legislative process. He however did not give details.

Deputy Speaker Thomas Tayebwa guided that Parliament waits for the President to either sign or return the Bill. He added that as Presiding Officer has no power over what is discussed in political party caucuses.

Notably, Uganda first passed the Anti-Homosexuality law on December 20, 2013, which was tabled by the Ndorwa East Member of Parliament, David Bahati.

This particular law provided a life sentence and the death penalty for offenders.

Museveni signed the Act into law on February 24, 2014, but it was later annulled by the Constitutional Court on grounds that it was passed without the requisite quorum in the House.
