Why Speaker Among blocked service award censure motion

Speaker of Parliament Anita Among has rejected a motion to censure four Commissioners of Parliament accused of awarding themselves Shs1.7 billion as a Service Award.

The motion, spearheaded by Lwemiyaga MP Theodore Ssekikubo, aimed to hold accountable four commissioners—Mathias Mpuuga, Prossy Akampurira, Esther Afoyochan, and Solomon Silwany—for the controversial payment.

However, Speaker Among stated that she cannot proceed with the motion because the court has already ruled on the matter.

On August 12, 2024, the court ruled the payments were lawful, affirming that the Parliamentary Commission had the authority to approve the allowances with Parliament’s approval.

In a letter to Ssekikubo, Among cited the ruling that deemed the payment lawful since it was approved by Parliament and included in the budget. She argued that Parliament cannot debate or resolve matters already settled by the courts.

Ssekikubo insists that his motion raises issues different from those considered by the court, but Among maintains that the courts have already addressed all aspects of the case.

For now, it appears that the motion is stalled, and the four commissioners will not face censure.
