The Minister of Gender, Labour, and Social Development, Betty Amongi, has appointed David Ogong as the new board chairperson, replacing Peter Kimbowa, whose three-year tenure at the helm of the NSSF expired on September 1, 2024.

Ramathan Ggoobi, the Permanent Secretary and Secretary to the Treasury, also joins the Board, replacing Patrick Ocailap.

Additionally, Richard Bigirwa has been appointed as a workers’ representative under the National Organisation of Trade Unions (NOTU), taking over from Lwabayi Mudiba Hassan.

Minister Amongi also reappointed Aggrey David Kibenge as the representative of the Ministry of Gender, Labour, and Social Development.

Silver Mugisha and Annet Mulindwa Nakawunde will continue to represent employers under the Federation of Uganda Employers (FUE).

Other appointees include Sam Lyomoki and Penninah Tukamwesiga, representing workers under the Confederation of Free Trade Unions (COFTU), and Annet Birungi, representing workers under NOTU.

Patrick Ayota, the NSSF Managing Director, will continue serving as an executive member of the Board.

The Gender and Labour Minister urged the new board to continue expanding growth and profits at the fund.

Who is David Ogong?

David Ogong is a seasoned senior strategy, planning, and regulatory executive with over 15 years of experience driving growth and expansion in the communications industry and capital markets in Uganda. Previously, he served as the Director of Market Supervision at the Capital Markets Authority (CMA). Before joining CMA, he was the Director of Competition & Corporate Affairs / Consumer Affairs and Director of Finance & Information Technology at the Uganda Communications Commission (UCC).

He holds a Global MBA from Oxford Brookes University (UK), an MSc in Accounting & Finance, and a BA in Accounting & Finance from London South Bank University (UK). He is also a Fellow of the Association of Chartered Certified Accountants (FCCA), UK, and a member of the Institute of Chartered Public Accountants of Uganda (ICPAU).
