Kampala Minister reveals bank accounts of dismissed KCCA Executives are frozen amid investigation

The Minister for Kampala Capital City and Metropolitan Affairs, Minsa Kabanda, has revealed that the bank accounts of three recently dismissed Kampala Capital City Authority (KCCA) executives—former Executive Director Dorothy Kisaka, her deputy Engineer David Luyimbazi, and former Director of Public Health Dr. Daniel Okello—have been blocked as they are under investigation.

The minister made this announcement on Friday after the three executives handed over their respective offices, following a closed-door meeting.

Dr. Okello was the first to transfer his responsibilities to Sarah Zalwango Karen, who is now the interim Director of Public Health. Luyimbazi then handed over the Deputy Executive Director position to Nowera Robert, followed by Kisaka, who transferred her role to Frank Nyakaana Rusa.

Minister Kabanda emphasized that their immediate priorities include addressing the city’s garbage crisis and finding a solution for the Kiteezi landfill.

The three executives were dismissed by President Yoweri Museveni earlier this week based on a report from the Inspector General of Government, which reportedly accused them of negligence that led to the Kiteezi landfill disaster, resulting in the deaths of 35 individuals, with others still trapped beneath the debris. The incident, which displaced hundreds, occurred on August 10.
