KCCA reinstates CID at City Hall to address growing corruption concerns

The Kampala Capital City Authority (KCCA) has reinstated the Crime Investigations Department (CID) at City Hall as part of its efforts to combat the escalating concerns of corruption within the authority.

Daniel Muhumuza, KCCA’s interim spokesperson, acknowledged the rising public frustration over corruption, revealing that the CID, which had been active in the past but was disbanded under previous leadership, has now been re-established under the stewardship of Assistant Superintendent of Police (ASP) Richard Mugwisagye.

Muhumuza explained that KCCA specifically requested the appointment of a police officer to head the CID to ensure independent and unbiased investigations into corruption allegations.

He stated that, due to budget constraints, ASP Mugwisagye will not receive a traditional salary but will instead be compensated with allowances drawn from KCCA’s administrative budget.

Last month, acting KCCA Executive Director Frank Rusa Nyakaana addressed the public’s growing concerns over corruption within the authority.

Rusa disclosed plans for KCCA to collaborate closely with the office of the Inspector General of Government (IGG) and to launch a whistleblower platform, providing a secure channel for citizens to report corruption allegations for thorough investigation.
