LoP Ssenyonyi asks IGG to investigate the controversial Shs100 million cash handout to MPs

Leader of the Opposition (LoP) in Parliament, Joel Ssenyonyi, has petitioned the Inspector General of Government (IGG), Beti Kamya, urging an immediate investigation into what he calls the illegal disbursement of Shs100 million to Members of Parliament.

In a letter officially received by the IGG on Monday, Ssenyonyi described the issue as one of “significant public interest and concern,” following widespread media reports and recent confirmations from MPs themselves about the controversial cash payout.

“Although Parliament’s leadership initially dismissed the allegations, several legislators have since acknowledged receiving the money,” Ssenyonyi noted in his petition. The matter gained further traction when Bukoto South MP, Hon. Twaha Kagabo, publicly admitted during a live television broadcast that he had received the funds — a revelation that quickly went viral and ignited public outrage.

Ssenyonyi is calling for a comprehensive probe into the source and legality of the payment, the process of its distribution, and the number of MPs who benefited. He questioned whether the funds were approved through a formal budgetary process, and which government agency authorized the transaction.

He also raised red flags about the secrecy surrounding the disbursement, including claims that the money was distributed in cash and under the cover of night, describing it as “an act of grand corruption.”

“The public deserves to know whether this payment was tied to legitimate parliamentary duties, constituency development, or something entirely undisclosed,” he stated. “There has been no official communication on the purpose or intent of the disbursement.”

Ssenyonyi’s petition further demands clarity on whether proper legal and procedural approvals were secured and whether the payments complied with Uganda’s financial management regulations.

Concluding his letter, the opposition leader stressed that the shadowy nature of the transaction calls for urgent and transparent scrutiny. “This issue must be thoroughly investigated to uphold accountability, prevent the misuse of public resources, and protect the integrity of our democratic institutions,” he wrote.
