CID officer attached to parliament Charles Twiine reportedly goes missing from Police headquarters

Assistant Superintendent of Police (ASP) Charles Twiine has been reported missing since Wednesday, but several reports indicate that he was handed over to the elite Special Forces Command (SFC).

Twiine, formerly the spokesperson for the Criminal Investigations Directorate (CID), has been serving as a CID officer attached to Parliament following his reassignment from CID headquarters three years ago.

On Tuesday night, Twiine was summoned for a meeting with Inspector General of Police (IGP) Abas Byakagaba and Deputy IGP Maj Gen James Ochaya.

He returned to Kampala that evening after accompanying MPs on official duties. Sources say he arrived at police headquarters in Naguru by 7:30 a.m. on Wednesday and met with the top brass.

Details of the meeting remain unclear. However, sources report that Twiine was handed over to SFC operatives immediately afterward.

Witnesses say SFC personnel, waiting in a vehicle within the police compound, took him away. His personal car remains parked at the police premises, and his phones are unreachable.

The SFC, a powerful military unit tasked with protecting President Yoweri Museveni, his family, and key state infrastructure, has faced criticism over alleged abductions, especially of opposition National Unity Platform (NUP) supporters. One notable case involved the disappearance of Bobi Wine’s bodyguard, Edward Ssebuwufu, alias Eddie Mutwe, who was held incommunicado.
