The Electoral Commission (EC) has unveiled strict new guidelines for presidential nominations ahead of the 2026 general election, warning aspirants against mobilising mass processions and limiting the size of delegations.

In a statement issued by EC chairperson Justice Simon Byabakama, the Commission announced that each candidate will be allowed a maximum of 20 delegates and two vehicles at the nomination venue. Access will only be granted to accredited individuals and vehicles.

“The Commission strongly warns aspirants against mobilising supporters to accompany them to and from the nomination venue. Processions are not permitted during this exercise,” Byabakama cautioned.

The nomination exercise is scheduled for Tuesday and Wednesday at the EC headquarters in Lubowa, Wakiso District.

Alongside the new restrictions, the Commission reiterated the constitutional requirements for presidential candidates. Aspirants must be citizens of Uganda by birth, registered voters, and holders of at least an Advanced Level education certificate or its equivalent.

In addition, each candidate must present signatures from at least 100 registered voters in no fewer than two-thirds of Uganda’s 146 districts and cities. They are also required to pay a nonrefundable nomination fee of 20 million shillings (approximately $5,300), submit three passport-size photographs, and provide a certificate of compliance issued by the EC.

The new measures coincide with a traffic management plan by the Uganda Police Force, which will enforce road diversions and designated parking areas to maintain order during the two-day exercise.

Authorities insist the procedures are aimed at ensuring security and smooth operations as the highly anticipated 2026 presidential race takes shape.
