Former UNRA staff to sue government over terminal benefits

The Industrial Court has given the green light to six former Uganda National Roads Authority (UNRA) employees to pursue legal action against the government on behalf of 1,236 former colleagues, seeking recovery of terminal benefits following the dissolution of the agency.

The lead applicants include Joseph Otim, former director of road maintenance; Christopher Manyindo, former head of road development; and Charles Naita, who served as contracts committee chair and head of rehabilitation. Others are Philip Kazibwe, a former project formulation engineer, as well as ex-staff members Kevin Ndyanabangi Twebaze and Nsubuga Mukisa.

In an order issued on August 29 and sealed on September 18, 2025, the court instructed the claimants to publish a notice of the intended suit, detailing the names of all affected staff and their UNRA employment identity cards.

Represented by MMAKS Advocates, the applicants argue that their contracts were unlawfully terminated during government’s rationalisation programme, which disbanded UNRA and transferred its functions back to the Ministry of Works.

The case represents a broad spectrum of the former workforce, ranging from junior staff to top executives. Among those listed is former executive director Allen Kagina. The group also includes Allan Ssempebwa Kyobe, then media relations and corporate affairs manager and now senior communications officer at the Ministry of Works; Eng. Rubahamya Marcelliano, former Western Region station manager; Eng. Henry Komakech, former Masaka station manager; Eng. Jude Benda Matsiko, former head of technical audit; and Charles K. Kizito, former head of corporate strategy in the executive director’s office.
