Police officer captured on video slapping female shop attendant in Kyanja granted Shs1 million bail

Assistant Superintendent of Police (ASP) Clive Nsiima Barigye, who is accused of assaulting a female Shell Shop attendant, has been released on a cash bail of Shs1 million by the City Hall Court.

Nsiima had spent several days on remand at Luzira Prison following his arrest earlier this week. The presiding magistrate granted bail after finding his three sureties substantial, citing the constitutional presumption of innocence as the basis for the decision.

The sureties include Daniel Mushabe Katanyomba, an employee of the Internal Security Organization (ISO); Mark Igumira, Nsiima’s brother; and Cynthia Nkwanzi, a resident of Nakawa Division’s LC1–8 Village. Each surety executed a non-cash bond of Shs5 million to guarantee that Nsiima will appear for trial.

The magistrate overruled the prosecution’s objection to bail, noting that there was no credible evidence of public hostility against the accused, contrary to the claims made by State Attorney Mercy Yamangusho.

Nsiima, attached to the Counter Terrorism Directorate under the Oil and Gas Protection Unit, was arrested after CCTV footage circulated on social media showing him allegedly slapping a female shop attendant at a Shell outlet in Kyanja.

The incident reportedly stemmed from a disagreement over an unpaid bill of Shs30,000 for items he had purchased.

The case has been adjourned to November 6 2025, when the trial is scheduled to begin.
