Kampala businessman uses fake bid notice to scam suppliers of goods worth Shs800m

A Kampala businessman has been remanded to prison after allegedly issuing a fake government bid notice and defrauding suppliers of goods worth almost Shs800 million.

Ashiraf Muyomba, the Executive Director of Hongera Saana Uganda Ltd, appeared before the KCCA Chief Magistrate’s Court on Wednesday, where he was charged with obtaining goods by false pretences, forgery, and uttering false documents. He will remain in custody until 10 December 2025.

The charges stem from an investigation by the Anti-Corruption Directorate, working jointly with the Office of the Director of Public Prosecutions and the Criminal Investigations Directorate.

According to investigators, between December 2024 and April 2025, Muyomba and his company falsely claimed to be working with the Presidential Mobilisation Body for Peace and Development under the Office of the President.

The company allegedly placed a fake bid notice in newspapers, inviting suppliers to deliver various items. Muyomba is said to have signed contracts with several suppliers, including Shillo Nasali of Kisco International Limited and Isaac Kezimbira of KKN Enterprises Limited, for goods valued at nearly Shs800 million.

The suppliers delivered large consignments, including food seeds, posho, sugar, cooking oil, mattresses, metallic double-decker beds, agricultural spray pumps, knapsacks, branded T-shirts, umbrellas, caps, and event backdrops. However, despite repeated attempts, the suppliers never received payment.

Investigators later established that Hongera Saana Uganda Ltd had no connection whatsoever to the Office of the President, contrary to the claims made in the advert.
