Lt Gen Andrew Gutti has been reappointed as chairman of the General Court Martial Martial by the High Command which is headed by the Commander-in-chief President Museveni.

“Congratulations to Lt Gen Andrew Gutti and team for being reappointed by the High Command to the UPDF General Court Martial,” said Defense Spokesperson Brig Richard Karemire.

What motorists should expect under the new Express Penalty System and speed limit reforms as speeding fines are harmonised to Shs160,000 and payment window extended to 28 days from 72 hours

The development comes after the detention of former Police chief, Gen Kale Kayihura at Makindye Military Barracks. Lt. Gen. Andrew Gutti’s term at the helm of the General Court had expired.

According to army spokesperson, Brig. Brig Richard Karemire , Gen. Kayihura was being ‘questioned’.

However, according to reports, Gen. Kayihura has been linked to the assassination of former AIGP Andrew Felix Kaweesi, the surge in kidnaps and murder in the urban centres.

The re-appointment of Gutti, has largely been perceived as a move to facilitate the trail of the embattled General Kale Kayihura.
