Civil Aviation Authority speaks out on denying Mike Mukula operating licence, says he never applied

The Civil Aviation Authority (CAA) has responded accusations by NRM’s Mike Mukula who blamed the body’s system failure as the reason for relocating his aviation school to neighbouring Kenya. 

Mukula noted that CAA could not grant his aviation school an Air Operations Certificate (AOC) which he applied for three years ago yet their Kenyan counterparts granted him in less than a week.

In the tweet, the aviation body has come out to defend themselves saying that Mukula did not even apply for the certificate. 

Please note, that CAA hasn’t received an application for an Air Operators Licence (AOC) from @Mukulaa‘s Uganda Aviation School. When AOC applications are received, they are reviewed and ONLY those which comply with stipulated requirements are granted an AOC.@MoWT_Uganda @icao

CAA added that all applications are subject to the same laws noting that CAA “is guided by rules and regulations as well as follows and or is bound by international protocols. We do not design our own regulations.”

Although Mukula’s aviation school was licensed by the National Council of Higher Education (NCHE) in 2013, he says his aircraft have been grounded at Entebbe Airport ever since awaiting the CAA certificate. 

Mukula is now warning the Ugandan government that if the red tape is not addressed, it will be a major threat for the Uganda Airlines.
