Chris Obore could lose Parliament job after IGG probe found that he was unqualified at the time of appointment

Obore, Parliament’s Director for Communication and Public Affairs

Parliament of Uganda’s Communications Director, Chris Obore could lose his juicy job after the Inspector General of Government (IGG) found that at the time of appointment, he neither had the minimum 10 years experience or the Master’s Degree requirement to take the job. 

The IGG investigation that was tipped off by a whistleblower started in 2015 soon after Obore was appointed to the position replacing Helen Kaweesa. 

The IGG’s report noted that the 2015 job advert by the Parliamentary Commission sought a candidate who held an honours degree in Mass Communication, Communication Studies, Journalism, or Arts with Communication and Public Relations studied as subjects, from a recognised university plus a master’s degree in a relevant field.

In addition, the applicant was expected to have a working experience of 10 years, part of which must have been in communication/public relations or information, protocol and public affairs or at the level of assistant commissioner in a government institution.

At the time of appointment, Obore only held a Bachelors Degree in Mass Communication from the Islamic University of Uganda (IUIU) and had only worked at the Daily Monitor and KFM as an Investigative Editor and show host respectively.

According to Ali Munira, the IGG’s spokesperson, the full report on Obore’s “irregular” appointment will be finalised in a month’s time.
