Catherine Kusasira and Buchaman can’t receive salary because they are not yet considered as civil servants – Public Service Ministry

Just over two weeks ago, President Museveni appointed musicians Catherine Kusasira and Mark Bugembe popularly known as Buchaman as his advisers on Kampala issues and Ghetto affairs respectively in a effort to bring services closer to people in those areas.

Although the two have already enthusiastically embarked on the journey of executing their duties, the Ministry of Public Service has come out to say that they are not yet considered as civil servants, so they are not entitled to a salary.

According to the State Minister for Public Service David Karubanga, the ministry has not yet received written instructions from the President to officially appoint Kusasira and Buchaman as his advisers in order to forward the names to the Public Service Commission for vetting and be interviewed to assess their suitability for the jobs.

“The appointments are based on one’s social standing, it can be on technical competence, but we have not seen Buchaman and Kusasira’s appointments. We are even wondering where you are getting that information from,” Karubanga said.

The pending confirmation from the Public Service Commission puts the duo’s appointment in balance and it can be cancelled if the commission finds them unfit to hold the positions.
