Museveni’s priority in Kampala is not development, gov’t allocates Shs10b more to KCCA PR than roads – Erias Lukwago

While appearing on one of the popular morning television talk shows today morning, Kampala Lord Mayor Erias Lukwago has claimed that President Museveni’s priority is not development.

 Lukwago based his claims on the fact that according to the KCCA budget, Shs35 billion was allocated to roads around Kampala while Shs45 billion was allocated to the institution’s Public Relations, a difference of Shs10 billion. He went on to express dismay over an issue as serious as roads having much less priority.

“The priority of Mr Museveni in Kampala is not development, you cannot allocate Shs35 billion for roads and Shs45 billion for Public Relations of KCCA, the wage bill alone takes Shs90 billion. I remember putting up a tough resistance on that,” Lukwago said.

His revelations about the ratio of money allocated to Public Relations in KCCA in comparison to that allocated to roads comes at a time when the road network in Kampala is evidently dire with issues such as narrowness, potholes, and poor drainage among others needing attention.

Although one may argue that The Lord Mayor is just attacking government, his concerns are evident as the public has come out on numerous occasions to decry the bad state the city roads and the whole outlook of the city is in, most attributing it to the absence of former Executive Director Jennifer Musisi.

Lukwago and KCCA have in the past years been at loggerheads especially over the fact that his powers are suppressed and he never gets to do much; and due to the fact that KCCA has always been known to oppress many people in the streets such as vendors.
