Mafabi labels Gov’t’s Shs4.2 trillion supplementary expenditure request ‘a broad day robbery’

The Bukedea Member of Parliament and Budget’s Committee Deputy Chairman Hon. Patrick Isiagi, today moved the motion seeking an approval on the supplementary expenditure of Shs4.2Trillion in a plenary seating chaired by the Speaker of Parliament Hon.Rebecca Kadaga.


A request which opposition Member of Parliament Hon. Nandala Mafabi referred to as broad day robbery alleging that the “Supplementary Expenditure request upto UGX 4.2 Trillion” the figures are exaggerated and fake.


Below are some of the recommendations presented to Parliament by the Budget committee.

The Budget Committee recommended that a total of UGX 34,600,000,000 billion to be given to the Ministry of Health to procure ambulances for each district other than buying pickups which are prone to abuse.
It also recommended the approval of Shs33.5 Billion to the Ministry of Heath for the purchase and distribution of the face masks and the balance of Shs 9.243 Billion be re-allocated to the Ministry of Trade as a partial payments for compensation to Tobacco cooperatives.


The Budget Committee also recommended that a total of shs2.27 billion be approved for StateHouse to cater for the anti-tick vaccine development initiative (in progress) in partnership with Makerere University researchers .


It also recommended that a total of Shs3.8BN be approved to acquire the land in Lusanja Mpererwe (owned by Kiconco). The Committee further recommends that UGX 3.8BN be approved to acquire the land in Ndeeba for the church that was broken down.
A total of Shs55.023 Billion was recommended to the Uganda Electoral Commission to help them clear some of the debts including the debt on the Biometric Voters Verification devices used during the Elections.


The Budget Committee also recommended that a total of UGX 1.45 Billion be approved for Mandela National Stadium to meet it’s staff, administrative and operational costs. However the Legislators were concerned that the management of Nambole National Stadium has never filed profits nothwithstanding that the stadium has income generating activities.
Hon. Nandala also alleged that Mike Mukula operates a hotel in Nambole Stadium for which he has never paid rent.


The Speaker pushed the consideration of the Supplementary Expenditure request upto UGX 4.2 Trillion, untill Thursday, to allow stakeholders agree on contentious issues, including acqusation of Land by Gov’t for Ndeeba Church of Uganda.
