Following the government decision to transfer the administration and management of the Motor vehicle Registration function from Uganda Revenue Authority (URA) to the Ministry of Works and Transport (MoWT), the mandate to register and license motor vehicles in Uganda will be a responsibility of the Ministry of Works and Transport.
However, URA will remain responsible for motor vehicle customs clearance and first-time registration, i.e., issues of first-time number plates for newly imported motor vehicles), therefore all post-registration processes under the Domestic Taxes Department in URA will immediately be handed over to the Ministry of Works and Transport effective 3rd November 2021.
According to the Minister of Works and Transport, Gen. Katumba Wamala, the ministry is not taking over from URA but is simply doing what is expected.
“The mandate of vehicle registration is the mandate of the Ministry of Works and Transport. The core mandate of URA is to collect tax,” he noted.
He also added that the ministry has digitized and archived all the data that was with URA so that in case one needs to check information about their car, it can be accessed with a few clicks.
In the long run, this system is to be phased away and the system will only run y the swipe of a card.
“Within 6 months, we don’t expect anyone to have the old logbooks. For now, we are still using the URA offices. You can go there and get yourself the new logbooks,” he further noted.
According to the General, one will have to take their car for a roadworthy test at their own cost because it is a personal car and therefore for their own good.
“We want everything to move smoothly and seamlessly. That’s why we are taking our time so that at the end of it, the public isn’t inconvenienced,” noted the minister.
You don’t need to come to Kampala to validate your logbooks. Just head to any URA office near you, and they will work on you. We don’t want to have a stampede here in Kampala.
