36-year-old man arrested for writing UCE exams on behalf of registered candidate in Mubende

Police in Mubende District have arrested a 36-year-old man for allegedly impersonating a registered candidate during the ongoing Uganda Certificate of Education (UCE) examinations.

The suspect, identified as Leonard Elungat, a former student of Mubende Army Senior Secondary School, was reportedly caught sitting for the Agriculture Paper One exam on Tuesday using another student’s index number.

According to Wamala Regional Police spokesperson Racheal Kawala, Elungat had been suspended from the same school in Senior Three last year. Investigations reveal that he had already sat for seven papers under the name of Justus Atuhaire, a registered candidate at the school who had not enrolled for Agriculture and was absent during the exam.

Elungat’s scheme was uncovered when the headteacher noticed irregularities during the examination and confronted him.

He was later handed over to the deputy headteacher for questioning but managed to escape during interrogation. Police tracked him down and arrested him the following day, Wednesday, 29 October, after he was spotted in Mubende Town.

Elungat is currently being held at Mubende Central Police Station and is expected to face charges of impersonation and forgery once investigations are concluded.

The Uganda National Examinations Board (UNEB) has repeatedly cautioned candidates and schools against exam malpractice.
