LIST: Museveni pardons 143 convicted petty prisoners

At least 143 petty offenders are set to be released from prison following a presidential pardon, prison authorities have confirmed.

“The pardon was granted on the recommendation of the Prerogative of Mercy Committee,” Prisons spokesperson Frank Baine said in a statement.

Article 121 of the Constitution of the Republic of Uganda provides for an Advisory Committee on the Prerogative of Mercy.

Under Article 121 (4) (b), the President may, on the advice of this Committee, grant a person a respite—either indefinitely or for a specified period—from the execution of a punishment imposed on them for an offence.
