Museveni says NRM decision on Speaker position is not yet final

President Yoweri Museveni has reignited uncertainty over the leadership of Uganda’s 12th Parliament, indicating that the ruling National Resistance Movement (NRM) has not yet made a final decision on who will serve as Speaker and Deputy Speaker.

While addressing party members at the ongoing NRM retreat in Kyankwanzi, Museveni signaled that earlier recommendations by the party’s Central Executive Committee (CEC) to retain Anita Annet Among and Thomas Tayebwa are still subject to further discussion.

He noted that although CEC had leaned towards maintaining the current leadership—largely based on party tradition—the matter is not settled and will be revisited at an appropriate time. His remarks have since stirred fresh debate and renewed lobbying within NRM ranks.

Several politicians have already expressed interest in the top parliamentary positions, including Justice and Constitutional Affairs Minister Norbert Mao, State Minister for Lands Persis Namuganza, Mbale City Woman MP-elect Lydia Wanyoto, and Aringa South MP Alioni Yorke Odria.

The latest development contrasts with earlier reports in March suggesting that CEC had endorsed Among and Tayebwa to continue in their respective roles, a position that now appears far from final.
