Shame as Museveni names dead in RDC reshuffle, recalls list

On June 15, 2018, President Yoweri Museveni, released a list of people he had – using his constitutional powers – appointed to the positions of Resident District Commissioners (RDCs) and their deputies countrywide.

In an embarrassing turn of events, the list which has since been discarded bore three names of people said to have died long ago. The deceased are; Aluma Geoffrey appointed to Amudat district, Aya William appointed Deputy RDC Pader district and former Moroto district LC.5 chairman Andrew Napajja appointed as RDC Kaabong.

President Museveni appointed dead people as RDCs (Aluma Geoffrey for Amudat and Aya William-deputy RDC Pader).

Museveni had also quoted articles 108(1), 108 (2), 113(1) yet these touch on the appointment of the V/President, cabinet ministers.

Only Article 99 (1) is relevant.

Don Wanyama, the presidential press secretary told the media this morning that the Museveni has made some slight revisions to list issued over the weekend adding that the new list will released today.
