Police have arrested Assistant Superintendent of Police (ASP) Clive Nsiima after CCTV footage showed him assaulting a supermarket cashier during a confrontation over an unpaid bill of about Shs 30,000 at the Shell fuel station in Kyanja, Kampala.

The video, which has gone viral on social media, captures Nsiima—dressed in civilian clothes—arguing with a female cashier before slapping her twice across the face. In the footage, he can be heard saying, “She’s disturbing me over Shs 30,000. Do you think I can run away with Shs 100,000? I can slap you even with these cameras here and tomorrow we go to court.”

Police spokesperson Rusoke Kituuma confirmed the arrest, stating, “I hereby confirm that the suspect has been taken into custody.” He did not reveal the officer’s identity.

However, sources within the investigation confirmed that ASP Nsiima, attached to the Counter Terrorism Directorate under the Oil and Gas Protection Unit, was arrested in a joint operation by officers from Kyanja Police Post and the Professional Standards Unit (PSU).

He is expected to face charges of assault and threatening violence. The supermarket attendant has since filed a formal complaint and is receiving medical treatment.

The incident has sparked public outrage, with many Ugandans calling for stricter disciplinary measures against officers who abuse their authority.
