The Electoral Commission (EC) has announced new payment procedures for all aspirants seeking nomination in the forthcoming parliamentary elections, requiring them to pay a non-refundable fee of Shs3 million through the Uganda Revenue Authority (URA).
In a notice dated 8 October 2025, the Commission stated that every nomination form must be accompanied by proof of payment to facilitate a transparent and well-organised process. The fee is payable through any bank authorised to collect Non-Tax Revenue (NTR).
According to Richard Baabo, the Acting Secretary of the EC, the new directive is intended to streamline payments and eliminate confusion that often arises during the nomination period.
“Aspirants are advised not to deposit any money on District or City Administration accounts. All payments must follow the approved procedure to avoid delays or disqualification,” Baabo emphasised.
He explained that candidates are required to generate a payment slip from the URA online portal, select Other NTR, choose Electoral Commission under the Ministry or Agency category, and then select Parliamentary Candidate as the tax head.
Once payment is made, aspirants must present the bank-issued receipt at the EC Headquarters or to the respective District Election Administrator to receive an official general receipt from the Commission.
Baabo noted that the move is part of the EC’s efforts to promote transparency, accountability, and efficiency ahead of the elections.
“We want to ensure that every aspirant’s payment is traceable and accurately reflected in the Commission’s accounts,” he added.
The EC has urged all prospective candidates to strictly follow the outlined procedure and complete payments early to avoid last-minute inconveniences.
Nominations for parliamentary aspirants are scheduled to take place on Wednesday, 15 October, and Thursday, 16 October, at the offices of the respective District or City Returning Officers.
