Uganda Electricity Distribution Company Limited (UEDCL) has placed a seasoned insider at the helm, appointing Joselynne Rwabwogo Rwakakooko as its Acting Managing Director effective May 2, 2026.
The move positions a career utility professional at the center of one of Uganda’s most critical infrastructure transitions.
Rwakakooko is not new to the system she now leads. For years, she has been part of UEDCL’s senior management, most recently serving as Chief Commercial and Operations Officer.
In that role, she focused on improving revenue collection, tightening operational efficiency, and strengthening customer service—areas that directly shape how electricity reaches homes and businesses.
Her career spans more than two decades in the power sector, with deep roots in distribution. Before joining UEDCL, she built her reputation at Umeme Limited, where she held key technical and leadership roles, including Customer Service Engineering Manager and Head of Network Operations. There, she dealt hands-on with grid reliability, fault response, and the everyday realities of keeping electricity flowing across a growing network.
Colleagues and industry observers describe her as a technically grounded engineer with a strong grasp of the commercial side of utilities. Her work has often focused on reducing system losses, improving billing efficiency, and expanding access—three persistent challenges in Uganda’s electricity sector. She has also contributed to national electrification efforts aimed at connecting more communities to the grid.
Inside UEDCL, Rwakakooko has been part of the team guiding the company through a historic shift: taking over full electricity distribution responsibilities from Umeme. That transition has brought both opportunity and pressure—rising demand, aging infrastructure, and the need to maintain stable supply while reforming operations.
Her appointment comes at a time when steady leadership is essential. The Board says the changes are part of broader governance reforms intended to strengthen oversight and performance without disrupting service delivery.
Outgoing Managing Director Paul Mwesigwa was credited for steering the organisation through a complex transition period.
Beyond her professional life, Rwakakooko comes from a family with a strong public service background. She is the daughter of Elly Rwakakooko, who led the Uganda Revenue Authority in the late 1990s, and is related to Janet Museveni.
Recently attaining full professional registration as an engineer, she adds formal recognition to an already extensive track record in the field.
Now, as Acting Managing Director, Rwakakooko steps into a role that goes beyond technical leadership. She is tasked with stabilizing operations, improving efficiency, and restoring public confidence in electricity distribution—all while navigating the pressures of a rapidly growing energy demand.
