Chief of Defence Force (CDF) Muhoozi Kainerugaba, has announced a new anti-corruption drive called “Operation Maliza Ufisadi” (Operation End Corruption). He says the campaign gives security forces a green light to arrest any public official, with just two exceptions.
“The President allowed this operation to arrest anybody in Uganda except the President and First Lady. Everybody else in this country can be arrested,” Muhoozi said.
The announcement comes amidst a high-profile corruption probe into outgoing Speaker of Parliament Anita Among.
Muhoozi says the operation is already producing results.
“Operation Maliza Ufisadi’ has just began, already we have retrieved quite a lot of the people’s money and property,” he posted on X, adding that a partial report on the recoveries will be released soon.
“Everything will be returned to the Treasury. I advise all government officials to co-operate fully with the security services…in order to avoid arrest,” he said.
Muhoozi also announced he will take direct control of Kampala’s road budget.
“The entire budget for roads in Kampala will be under my control (CDF). I will determine who builds and repairs roads,” he declared.
He blamed years of graft for Kampala’s failing infrastructure and recurring floods.
“You allow thieves to never build drainage systems in Kampala for 40 years, then you allow them to build in God’s natural drainage system…the wetlands! Why wouldn’t Kampala flood?” he questioned.
He said the era of treating public money as personal cash is over.
“From now on stealing from Kampala will be equivalent to stealing from Jesus Christ! They will pay,” he said.
